9-4C-4: WATER CONNECTION REQUIREMENTS, PERMITS:
A. Application For Service Required; Contents: Any person desiring to make any connection with the Village water system or plant, or use water therefrom, shall first make application to the Director upon a blank form or forms to be furnished by the Department. Said application shall contain an agreement on the part of the applicant that all rules and regulations, conditions and provisions of any ordinance relating to the water and sewer system will be complied with; that all water rates, assessments and rents, and all fines and penalties assessed, charged or imposed against said applicant or the property described in said application will be paid.
B. Issuance Of Connection Permit: When the applicant hereunder has complied with all the provisions of the ordinances of the Village, a permit shall then be issued by the Director authorizing the connections to be made and specifying the size thereof.
C. Plumber To Perform Connection Work: All plumbing and plumbing work and all excavating, filling and replacement of pavement shall be done by a plumber authorized by this Code and the ordinances of the Village to do such plumbing; provided, however, all such replacement of pavement shall be done by the Village in accordance with the provisions of this Code or other applicable ordinances. The permit shall authorize any such plumber to do such plumbing and plumbing work as is described in the permit.
D. Village To Tap Main: Whenever any permit for a connection with the water mains of the Village is issued hereunder, the Director or an employee of the Village designated for the work by the Director, shall tap the main of said system where such connection is to be made and shall insert the corporation cock.
E. Size, Depth, Type Of Pipe:
1. Minimum Size Of Connections: No connection with any water main of the Village shall be of less than three-quarter inch (3/4"). For larger size taps special prices may be made.
2. Depth Of Connection Pipe: The connection from the main to the service cock shall be placed at least five feet (5') below the level of the ground, and the copper pipe (type K) shall be laid in a straight line on solid ground to prevent breakage from unsettled ground.
3. Type Of Service Pipe: The pipe to be used in connection of the service pipe from the shut-off box to the meter shall be of type K copper pipe of the same specifications as prescribed for the service pipe between the water main and the shut-off box.
F. Proximity Of Water Service To Other Trenches: No water service shall be laid nearer than eighteen inches (18") from a parallel trench.
G. Breaking Seals Placed By Department: No seal placed by the Department for the protection of any meter, valve, fitting or other water connection shall be defaced or broken except on written authority from the Director.
H. Manner Of Connection: Each water service pipe shall be connected with the main water pipe and shall extend horizontally at right angles with said main water pipe to a point at least eighteen feet (18') from the center line of the street and shall be provided with a brass stop cock of not less than three-fourths of an inch (3/4") in diameter to be installed within a telescopic shut-off box of the best quality of cast iron or first grade steel pipe.
I. Shut-off Required, Location: There shall be a shut-off provided for every connection or top, which shut-off must be in what is commonly called a buffalo box and shall be located as near the outer sidewalk edge as conditions will permit.
